The House of Representatives is considered (though unofficially) the lower house of the U.S. Congress. States are represented in proportion to population, yet even the smallest state has at least one deputy in the House. The House of Representatives has a total of 435 seats, and its members are called congressmen.
What about the debate over who is more important, the president or Congress? If the bill is approved by both houses, it goes to the President for his signature. Within 10 days, the President must either sign it, approve it, or reject it with a veto. If rejected, the bill obediently returns to the House of Representatives, where it is reconsidered.
The Senate is actually the upper house of the U.S. Congress. It provides equal representation (two deputies) from each state. Thus, the U.S. Senate has one hundred deputies, who are called senators.
